RESOLUTIONS XX CONVENTION OF IATO AGRA, AUGUST 5-8, 2004


The XXth Annual Convention of the Indian Association of Tour Operators (IATO) held in Agra from August 5-8, 2004 unanimously adopted the following resolutions calling upon the Central and State Governments to:


Agra to be declared as a heritage city. Taj Mahal be kept open for the tourists on Moon lit night. Road Tax being charged from the tourists be abolished and approach roads to Taj Mahal be cleared of bottlenecks. The road to Fathepur Sikri and Taj be made a four lane road.
 
Include and give priority to the Tourism Industry in the Common Minimum Programme (CMP) of the UPA Government as an engine of growth through its multiplier effect on employment generation and eradication of poverty.
 
Accord the status of Infrastructure Sector to the Tourism Industry and extend to it the same benefits as are being given to the Software and IT sectors under Section 10 of the Income Tax Act.
Strengthen Tourism infrastructure with international more airports, at least one in each state capital for better connectivity, greater air capacity and more hotel rooms.
 
Implement the Naresh Chandra Committee Report on Civil Aviation in toto and not selectively.
 
Rationalize taxes and bring about uniformity in taxation throughout the country by bringing Tourism on the Concurrent List.
 
Reduce drastically the Sales tax on Aviation Turbine Fuel (ATF) and make it uniform in all States to make domestic air operations viable and tourism packages cheaper for travelers.
 
Abolish service tax for all segments of the Tourism industry.
 
Abolish Luxury Tax. Wherever this was not feasible, the tax should be only on contracted price only and not on the printed price to make travel packages competitive vis-à-vis neighboring countries like Singapore, Thailand, Malaysia and Singapore.
 
Implement visa-on-arrival from at least 20 countries source market countries.
 
Strengthen Air India and Indian Airlines by augmenting their fleet.
 
Connectivity of tourist destinations should be improved by restoration of flights which have since been suspended including destinations like Agra, Aurangabad, Udaipur, Jodhpur, Jaipur, Khajuraho, Varanasi with extension to Kathmandu.
 
Upgrade and modernize metro and other airport.
 
The Convention urged the industry and its various associations and organization to bring about harmony amongst all tour operators and travels agents' associations including TAAI, TAFI, ADTOI and ITTA to work unitedly for achieving common goals.
 
Avoid hiking hotel room rates in violation of contracts already entered into and tour operators should also honour their contracts with hotels.
