At a time when India is entering a great phase of growth and buoyancy, the tourism industry has emerged as an important player in sustaining this growth and meeting increasing expectations. Against this backdrop the Indian Association of Tour Operators (IATO), in its Annual Convention held at Hotel Swosti, Bhubaneswar on 7 to 10 August, 2008, IATO unanimously adopt the following resolutions:

RESOLUTIONS OF XXIV IATO CONVENTION

 

The House resolves to thank the government of Orissa for its excellent support for hosting the event in the Capital City of Bhubaneswar and the involvement they made of the Private Partners in the State to make this event a great success.
 
The house resolves to do its best to promote Orissa as an enchanting destination with its varied products to place it in the International Tourist Map in collaboration with Orissa Government and the travel trade.
 
It thanks the Government for the Open Sky Policy which has brought a revolution in the aviation sector and request civil aviation ministry to provide better air connectivity to Orissa as this is the most essential to place Orissa as a major destination. Also request to develop airports all over India to take away congestions at metropolitan airports.
   
IATO resolves for creation of more hotel rooms. For this purpose, land bank by each state for establishing hotels in collaboration with the Govt. & Private Entrepreneurs Land to be given on long lease & at a concessional rate and with tax incentives.
 
IATO resolves that there should be a Confederation of IATO, FHRAI, TAAI, ITTA and other tourism professional like guides, airlines executives, tourism/ aviation journalists, tourism institutes etc. to work out solutions and strategies for the tourism promotion and put up a combined front to the Government for achieving results.
 
MARKETING: The convention called for aggressive marketing in new markets like China, Korea, Latin America. Trade should be involved in the overseas promotional activities like Roadshows, workshop whenever organized by the Ministry of Tourism. It was resolved that IATO will work out selected circuits for overseas marketing in collaboration with the Ministry of Tourism, Govt. of India.
 
RESPONSIBLE TOURISM: The convention suggests specific measures for action by govt. and different segments of the industry. Tourism Industry should be made partners in National Park Management & wildlife conservation and sanctuaries should be open for tourism purpose.
 
HUMAN RESOURCE DEVELOPMENT: In view of the increasing sophistication in different sectors of the tourism industry and corresponding demand of the consumers, the convention stressed that adequate attention should be given to human resource development at all levels. IATO through its chapters will conduct training programmes for members covering major aspects related to achieving excellence. IATO suggest that suitable institutional arrangements may be initiated for the purpose in the collaboration with the existing institutions. It was resolved that national level talent banks of the tourism industry be created.
 

TRAVEL TRADE:

(i) For growth of travel trade in a sustainable manner Government to create right environment for the travel trade. This is all the more essential in the back drop of E- Commerce Zero Commission by airlines and flourishing online business and dip in business due to inflation. In turn Tour Operators to ensure that customer gets the best value for his money. Efforts should be striving for Excellency.

(ii) RELAXATION IN VISA - For better movement of tourists and volume, our visa issuing policy needs to be streamlined. Till we commence visa on arrival we can impress up on Government to consider Electronic Visa which is the right solution.

(iii) ACUTE SHORTAGE OF GUIDES - It was resolved that IATO to work with Ministry of Tourism to resolve shortages of guide problem and to ensure there is continuous supply of guides for the trade. More language guides will be trained to meet the growing demand.

 
TAXATION: It was resolved that there should be uniformity of taxes
in all states and the tourism industry being an employment generator, hence should not have to pay more than 5% tax. Road Tax differs from State to state and also lot of inconvenience tourists have to face at the state borders. Central collection of road tax can save this problem. There should be uniformity on road tax and it is essential to introduce smart card for road tax collection at one point.
 

TOURISM BE RECONIZED AS INDUSTRY: Inspite of Economic Liberalization programme tourism still not recognized as an industry in many states. Tourism should be given due priority and declare as an Industry with all the benefits as given to other industries so that tourism can flourish.

 

COMMONWEALTH GAMES: With the impending Commonwealth Games in 2010, it is resolved that there is urgent requirement to complete all work on hotels, roads, bridges etc. in time and crash course programmes in various languages be conducted to provide qualified guides services for the clients.
